Hellekson’s Law: DOD Edition

If your organization has an open source policy, it will be improved by removing the words “open source”.

I first described that law in a dissection of the IRS open source policy about a year ago. It started as a goof, but I’m pleasantly surprised that the rule has actually held up.

A couple days ago, Dan Risacher of the DOD CIO’s office generalized the rule:

“More specific policy can be improved for the general case by removing delimiters that narrow the policy scope”

All right! Now we’re doing science! He then brought my hypothesis to bear on the DOD Open Source Memo. How did he do?
